Again, you can simply eliminate httpd, and let JBoss/Tomcat service the static html requests.
 Configure the HTTP <Connector> in JBoss/Tomcat to use port 80, and put your static
content under Tomcat's appBase directory.  That will eliminate some of the latency you're
observing.
