More than will fit in PermGen.

You need to be more specific; post the sizes for each portion of the heap, including PermGen.
 Also, which GC algorithms are being used?  You'll find them on the VM Summary tab.

Generally better in a server environment to set -Xms and -Xmx to the same value; avoids pointless
heap resizing.  Nothing to do with your PermGen problem, however.

> -XX:NewSize=512m -XX:MaxNewSize=1024m

Why are you setting these explicitly?  Let the JVM do it, so it can adjust them appropriately
for the characteristics of the webapps.
