1) Use JConsole or equivalent to verify that you are actually using 1G of PermGen.

2) Turn on -verbose:class just to see what's getting loaded.

3) Turn on -verbose:gc to watch things grow; if there's a sudden jump in PermGen usage, that
may be the culprit.

4) Any chance that .jsp timestamps are in the future, resulting in continual compilation?

5) Use a heap profiler to see what's eating up the space and preventing classes from being
garbage collected.
