jvmRoute needs to be unique across all the tomcat instances.

server1:
<Engine name="Catalina" defaultHost="localhost" jvmRoute="worker1">
server2:
<Engine name="Catalina" defaultHost="localhost" jvmRoute="worker2">

To test - tail the access logs on each tomcat and see what appears.
