Also, if I remember correctly, unless you remove this line:
<?xml version="1.0" encoding="ISO-8859-1" ?>
it won't work in Internet Explorer. It will try to show it as XML,
instead of (X)HTML that it actually is.

Also, that, and your <%page contentType="..">, contradicts with what
you have wrote in
<meta http-equiv="Content-Type"
