There's no effective difference, but the HTTP RFC requires the trailing slash when a specific
resource is not in the URL.  That's why the browser adds the slash automatically to the host
name URL, and the server sends a 302 back when the URL does not target a specific resource.

As you might expect, Tomcat does follow the HTTP RFC.
