I'm surprised Tomcat even starts with that -- Context elements
can't be nested. Try:

<Context antiJARLocking="true"  antiResourceLocking="true">
   <Resource name="jdbc/xxx” auth="Container" type="javax.sql.DataSource"
      driverClassName=”oracle.jdbc.driver.OracleDriver”
      url=”jdbc:oracle:thin:@.../>
</Context>
