For tomcat 6, when setting <Connector maxThread="50"../>
if it reaches 50, it will not shrink.

but if you do

<Executor name="threadpool" maxThreads="50" |minSpareThreads="25"/>
<Connector executor="threadpool" .../>

then it will shrink down to 25 if the threads are idle
