libtcnative needs he apr libraries too. Use "ldd
/usr/local/apr/lib/libtcnative-1.so" to check, whether the apr libraries
can be found and where they are. You might need to add their path to the
java.library.path too.

BTW: Consider updating to Tomcat 6.0.18 and tcnative 1.1.15.
