That one is another log file, configured at logging.properties:
1catalina.org.apache.juli.FileHandler.level = INFO
1catalina.org.apache.juli.FileHandler.directory = ${catalina.base}/logs
1catalina.org.apache.juli.FileHandler.prefix = catalina.
