why don't you just deploy your application in the ROOT context?
Anyway, it most likely doesn't work because you have a typo there, it should
be:

<meta http-equiv="REFRESH" content="0;
url=http://dspace.bracu.ac.bd/dspace">

instead of

<meta http-equiv="REFRESH" content="0";
url=http://dspace.bracu.ac.bd/dspace>
