Do you really want to modify conf/web.xml?  Such security constraints
will then apply to every webapp you have deployed, requiring a login
page for each.  Perhaps you actually want to place the constraints in
the WEB-INF/web.xml files of just the webapps you want to limit access
to.  Placing constraints in conf/web.xml will also conflict with
existing constraints in the webapps included with Tomcat, such as
manager and host-manager.

(I've never even tried to put security constraints in the global
conf/web.xml, so I don't know if doing so even works.)
