I am only going from the docs as I don't have a Tomcat instance to hand to 
test this with but shouldn't that be:

org.apache.tomcat.util.http.Parameters.level = ERROR

assuming you have a clean 6.0.16 install and are using the JULI logging 
rather than log4j.
