JkMounts are per VirtualHost. See

I assume that you are using a VirtualHost and the request you send is 
handled by a VirtualHost.

Not related to your question, but an adiitional hint: drop the 
"+ForwardURICompat" from you JkOptions. The defaults should be better 
for 1.2.26.
