Subject Tomcat doubts

I am trying to build a very small JSF example using netBeans. When I run the
application for the first time, war file is generated but unable to view it
in the localhost browser. It always gives an error saying

message /test1/

description The requested resource (/test1/) is not available.

But I am able to view the jsp pages, if I upload them in a tomcat server.
Why is it so?

Whys is it so? My web.xml is as follows:
