It's really the evolving standard that is a problem. With so many
products attempting to provide backward-compatibility, you have to
handle every (stupid) situation that comes up.

The easiest thing to do is just go 100% UTF-8 and use the
CharacterEncodingFilter.

I don't see why not. Feel free to log an enhancement in bugzilla. You
could even submit the patch (which would basically be a single extra file).

The best way to do this is to put this into bugzilla as an enhancement,
and then attach your own code submission. As you say, it's a trivial
filter to write. Bugs with patches get higher priority than those with
none ;)
