it *seems* like you have a wrong version el-api.jar being loaded in by one
or more classloaders

shutdown tomcat / remove all el-api.jar
delete %CATALINA_HOME%/temp
delete %CATALINA_HOME%/work
 (except for one version in ${CATALINA_HOME}/lib)
restart tomcat
