Hi,

I think you have the LocalStrings.properties file in the default 
package, haven't you??
Try to put it into a package (for example: com.mypackage) and than 
modify 
ResourceBundle.getBundle("com.mypackage.LocalStrings",request.getLocale());

It could help.
