Sorry, I found my mistake.. oups... in the, I put path like 
C:\Program Files\Tomcat 5.0\Tomcat_bireport\bin, but I need to put 
C:\\Program Files\\Tomcat 5.0\\Tomcat_bireport\\bin
because of the way java read the \ ....
As a result, all files were created under the bin directory ...
