IE is sending "Pragma: no-cache" when it requests the admin page ("Request
3" in your previous message).  Firefox isn't, so I'm guessing Tomcat is
assuming that FF has a copy.

This is just what I noticed, I'm not an HTTP or Tomcat expert.
