Everything in the WEB-INF directory isn't directly accessible; meaning, 
if you type in something like 
http://localhost:8080/myapp/WEB-INF/index.jsp, you will get a 404 
error.  Where you should place them is entirely dependent on you.  You 
can write controller servlets and use a RequestDispatcher to forward to 
a jsp in your WEB-INF directory.  If you are just using jsp pages, don't 
place them in the WEB-INF directory.
