What mechanism do you use in the stand alone program?  The JDK's jar
tool, for example, reads the entries in zip/jar files sequentially,
rather than via the TOC, so it would not encounter this error.

Access via a URL seems to always goes through the ZIP TOC, as far as I
can tell.

It's likely not a defect in the JarURLConnection mechanism - the file
itself has most likely been corrupted somewhere along the way.  Try
rebuilding the file, making sure not to FTP it in ASCII mode, and see if
the problem is corrected.
