Subject Tomcat 6.0.7: JspContext is null in ELContext

I set up the ELResolver stack as follows:

    <el-resolver>javax.servlet.jsp.el.ImplicitObjectELResolver</el-resolver>
    <el-resolver>demo.resolver.DCELResolver</el-resolver>
    <el-resolver>javax.el.MapELResolver</el-resolver>
    <el-resolver>javax.el.ResourceBundleELResolver</el-resolver>
    <el-resolver>javax.el.ListELResolver</el-resolver>
    <el-resolver>javax.el.ArrayELResolver</el-resolver>
    <el-resolver>javax.el.BeanELResolver</el-resolver>
    <el-resolver>demo.resolver.DebugELResolver</el-resolver>
   
<el-resolver>javax.servlet.jsp.el.ScopedAttributeELResolver</el-resolver>

However, when I get the JspContext from the ELContext it is null.

    PageContext pageContext = (PageContext)
elContext.getContext(JspContext.class);
    System.out.println("Page Context: " + ((pageContext != null) ?
pageContext.toString() : "null"));

The above code in my demo resolver prints out null when a request is made. 
Why is the JspContext not setup?  What do I need to do to set it up?
