No, it's only the default config. The functionality is identical to
what was there before and is in catalina.properties, so you have to
add a value for the shared.loader property (if you don't it still
exists, but will contain no repositories).

For the old "catalina" loader, it can be configured back (using the
server.loader property), but some JAR splitting is needed. I don't see
that being useful, though.

In both cases, it seemed too be a bit too convoluted for casual users,
so I proposed using a simpler default layout.
