I've just fixed this problem on my server.
It's about the different context between tomcat 5.0.x and 5.5.x

<Host ...> in server.xml of tomcat 5.5.x, you should not input
appBase="...", delete this attribute out.
Then in /conf/Catalina/[Host]/ROOT.xml
<Context ...>, put the docBase="..." here.
Then everything should work fine.
