The server still fails with, "Internal Server Error"
   
  (Note: I tested if Apache was even looking for the conf/workers.properties by changing its
name. When the file did not exist(conf/workersA.properties), Apache would not start. When
the file was there (conf/workers.properties) Apache started fine.)
   
  My httpd.conf now (with all absolute paths dropped) looks like:
