Is your SQL JDBC driver in common/lib?  It has to be there for tomcat to 
set it up as a resource.

Also drop the <ResourceLink.../> tag from your context definition.  Not 
needed when the resource is defined inside the <Context...> tag and may 
confuse tomcat.
