You set the allowLinking-Attribute on <Resources> where it is useless and 
ignored. Set it on <Context>:
http://tomcat.apache.org/tomcat-5.5-doc/config/context.html
BTW: variant 3) above (modifying server.xml for Context definitions) isn't 
recommended.
