This has been discussed several times in the past couple of months, so
an archive search would be fruitful:

The easiest way is to just name your default application "ROOT" (caps
required), replacing the one that ships with Tomcat.  This means you
delete the existing webapps/ROOT directory, and deploy your app as
either webapps/ROOT.war or expanded in the webapps/ROOT directory.
