Thank you David, change in security manager worked.

I'm not sure whether I can change the java.policy file while the application is moved to production;

However, including "exitVM" as one of the Runtime Permission in policy file made it possible.

Just my 2 cents,
Have you tried to set priviledged to true in webapp context?
Also you may need to play a bit with the security manager as J2EE specs does not endorse the
use of System.exit in a webapplication.
