Is your deployDir the host appBase (webapps) directory?
Check that tempDir,deployDir and watchDir are exists
and read/writeable at all nodes.

Configure debug logging at FarmWarDeployer package
conf/logging.properties
org.apache.catalina.cluster.deploy.level=FINE

See what happens...
