Steps to reproduce are here:
http://issues.apache.org/bugzilla/show_bug.cgi?id=37425
(JAR-locking related issue).
The issue was marked INVALID, but I see no excuses for Tomcat to throw
such meaningless exception without explanations what exactly has
happened.
