See: SRV.4.1 HTTP Protocol Parameters
	...
	The parameters are stored as a set of name-value pairs.

Hence, your example's not valid, but

	http://myserver/cgi-bin/test-cgi?bob=yerUncle

Different JVMs, different instances (possibly versions) of Tomcat
(which implies different IP/port combinations).
