Hi,

1. Check your JSP imports the c tag library
2. Check your web.xml schema is for J2EE 2.4

version="2.4" xsi:schemaLocation="http://java.sun.com/xml/ns/j2ee http://java.sun.com/xml/ns/j2ee/web-app_2_4.xsd">

3. You don't need to use c:out for this kind of thing. Just

${users}

in the page works. Many people don't seem to realise this.
