As Tim said, there is nothing bundled with Tomcat to do this,
but you can easily write your own proxy to do this.
You'll have something like :
http://[MyPublicProxy]/mail
http://[MyPublicProxy]/accountWebManager
http://[MyPublicProxy]/phpApps
with mail, accountWebManager, phpApps that are servlets in the proxy webapp that send HTTP
request to the correct server.
These servlets can use an HTTP client like http://jakarta.apache.org/commons/httpclient/

It's not a very light solution (I think it is better to do a reverse proxy and filter your
requests in apache) 
but it can work.
