You might want to take a look at the configruation documentation:
http://jakarta.apache.org/tomcat/tomcat-5.0-doc/config/context.html

"swallowOutput" (which is case sensitive) is not looking for an int.
It's looking for true/false.

Here a working example:

<Context path="/myapp"  
         docBase="myapp" 
         debug="0" 
         crossContext="false"  
         reloadable="false" 
         privileged="false" 
         swallowOutput="true">
  <Logger directory="f:\\tomcat\\logs"
      className="org.apache.catalina.logger.FileLogger"		   
      prefix="myapp_log." 
      suffix=".txt"
      timestamp="true"/>
</Context>
