This might be an issue.  I haven't played with it myself.  It'd be great
if you could come up with a minimal simple WAR that illustrates the
problem, and attach that to a Bugzilla issue you can open.

The redundancy itself is not optimal, but not a source of errors.  The
hard-coding is fine for the default mapping as that's defined by the
Spec.  But if you could point out the place in the code where you think
the locale-encoding-mapping is being overwritten, and demonstrate it in
the above mentioned WAR, that'd be helpful.
