I haven't been following this thread so pardon if I'm out of line... but I
have this "issue" with a different system and find that replacing the '&'
signs with %26 in the url-that-is-itself-a-parameter neatly solves the
problem.  That allows the whole thing to get passed as a single request
parameter instead of being parsed at every '&' sign.
