I've replied to your offlist email, basically you have mapped everything coming in to apache
to both of the tomcats so it will always take the first matching route.

You need to be more specific with your uri's and define the exact webapp names if the webapps
are different across the 2 tomcats. If the webapps are the same then perhaps you could just
miss out the apache section and run 1 tomcat with 2 virtual hosts.
