Have you tried adding <http-method/> elements to  
<web-resource-collection> ?

    <web-resource-collection>
      <http-method>HEAD</http-method>
      <http-method>GET</http-method>
      <http-method>POST</http-method>
      <http-method>PUT</http-method>
      <http-method>DELETE</http-method>
    </web-resource-collection>
