AFAIK there is no way to disable this by configuration.

Just an idea:

Implement a servlet filter and a custom ResponseWrapper. 
The ResonseWrapper can have it's own encodeURL that returns 
the url unmodified.
Map that filter to every request.

As I havn't tried it I'm not 100% shure...
