but that was not my problem. you were tooooo quick to
respond - thanks.

i do NOT have problem to run tomcat as service, the
problem is where to include
"-Dfile.encoding=ISO-8859-1" on the start up when run
as a service? 

I have no problem to make this work when start tomcat
from command line. but the service.bat runs
tomcat.exe, not java 

...?
