Subject Tomcat 3.3 context parameter in server.xml

Is it possible to define a context parameter in Tomcat 3.3 as follows:

<Context path="/bob"
            docBase="webapps/bob"
            debug="0"
            reloadable="true" >
	<Parameter name="var" value="3" override="false"/>
</Context>

When I get the value as follows, it returns null:
String var = getServletContext().getInitParameter("var");

This works in Tomcat 4.1. Is it not possible to do this in Tomcat 3.3,
or is there some trick? If not, is there a way to define a context
parameter outside of web.xml in Tomcat 3.3?
