If you want to control where a user goes more strictly you can also pop up a window that has
no buttons, the user will only be able to click the links that you supply. But I agress with
Philipp, javascript is the answer.

It is (thankfully) not possible to control a user's browser from the 
server side. All you can do in this case is include javascript code in 
the page returned in response to the request. With javascript you can 
do most of what you describe above.
