Look in your Tomcat/conf/server.xml file.  Is there an uncommented
service tag like the following?

<Service name="Tomcat-Standalone">

This instructs Tomcat to run standalone. 

Also, you can confirm this by looking at Tomcat output when it is
stated.  When tomcat starts it will write to standard out (logs in Unix
or output window on Windows).
