In the src distro I can see, but not in the binary 5.0.12 tarball:

[adam@gondor junk]$ tar -tvzf jakarta-tomcat-5.0.12.tar.gz |grep manager.xml

jakarta-tomcat-5.0.12/conf/Catalina/localhost/manager.xml
