I can't see why. Perhaps you are overriding it later in the request 
processing? Struts uses response.setContentType()

The docs say: overridden automatically if a
      * <code>RequestDispatcher.forward()</code> call is
      * ultimately invoked.

but that leaves me none the wiser.
