The last thing your page does is  <jsp:forward page="/index.jsp"/>.

Before that is a <c:forEach items="${ctcRow.rows}" var="row"> loop. You are 
probably filling up the buffer with whitespace, then the repsonse gets 
committed when the buffer is full.
