Hi Yair,
We use Tomcat 3.3 and put in each jsp page:
<%@ page contentType="text/html; charset=windows-1255 or iso-8859-8-i" %>
on Servlets we use
response.setContentType("text/html ;charset=windows-1255 or iso-8859-8-i");

Works perfect
