The quick way (but there are other ways too)

In $TOMCAT_HOME/conf/web.xml
   <servlet-mapping>
     <servlet-name>jsp</servlet-name>
     <url-pattern>*.jsp</url-pattern>
   </servlet-mapping>
ADD
   <servlet-mapping>
     <servlet-name>jsp</servlet-name>
     <url-pattern>*.html</url-pattern>
   </servlet-mapping>
